Preheat oven to 375 degrees F (190 degrees C). Grease a donut pan with cooking spray. In a medium bowl, whisk together flour, baking soda, baking powder, and salt; set aside.In a small bowl, whisk together apple cider vinegar, vanilla extract, and oil. Add sugar and eggs; mix well. Add the wet ingredients to the dry ingredients; mix well.
Fold in granny Smith apples. Spoon batter into the prepared donut pans. Bake for 10 minutes or until a toothpick inserted into the center comes out clean.
Cool in pans for 5 minutes; remove to wire racks to cool completely.
