Step 1

 Pre heat oven to 425 degrees F (220 degrees C).

In a shallow dish, mix together flour, salt, and pepper.

Dredge beef in the flour mixture until coated.

In a large skillet over medium heat, heat oil. Add the steaks to the skillet and cook for about 3 minutes per side, or until browned and slightly charred. 

Step 4

Bake for 35-45 minutes, until the pastry is golden brown and the center of the roast reads 110 degrees F for rare or 120 degrees F for medium-rare on an instant-read thermometer.
